What is Tuition Fee Waiver scheme?

I searched for tuition fee waiver and found out that all govt. colleges and some private colleges have 10% quota for tfw scheme.Out of those 33% are for women,50% for economically backward (With annual salary below 2,50,000) ,and remaining for physically handicapped. I have registerd for Haryana State Counselling as general student.I shall be able to get into CSE/IT in Guru Jambheshwar univ,Hisar. If I had registered as TFW candidate,I could have got into YMCA,Faridabad which is definitely a better choice. What should I do now? Register again? The phone number provided on their website hscs dot in is not being picked up. Also,hscs is giving scholarship of 40,000 to students securing top 10% rank in aieee (I have 78,000 rank which is among the top 7%) Will registering for tfw scheme cancel the 40,000 scholarship if I don't getting admission through tuition fee waiver scheme.
